Yes, but speaking on my experience it normally won't work for very small amounts (the card issuer declines extremely small amounts, such as 15-30 bahth). For small amounts you'll need to pay using the loaded with cash balance. No problem at all when paying at apps such as Grab or Bolt.

Now, if the person receiving the payment is an individual (as opposed to a business), i.e. a small street vendor, only the topped with cash balance works.

I think it depends what route, digital nomad or soft power, you use. If you use the remote worker one, they might ask to see proof of your previous payslips, not because there is minium income requirement, but to verify you're indeed a remote worker.

the VOA and the visa exemption are two different things. The VOA is for people of certain countries that aren't elegible for a regular visa exemption. The former is good for 15 days, the later for 60+30 days.

Visa on arrival is good for FIFTEEN days only. You might be talking about visa exempt, which is good for 60 days and can be extended in country for 30 days more. Don't confuse terms as both systems do exist.

250 is a lot, for example if you're withdrawing 300 baht, it's almost 100%. If you withdraw 1,000 baht it's still 25%.
