the mystery is why people who speak English are unable to figure out what "arrival" means. They ask do they have to fill in an arrival card if arriving in thailand. Or those who want to extend their stay and say they want to renew a visa.

It's for all non Thais. It's a landing/arrival card. It's free. Fil it in online "within" the 72 hours prior to arriving. Takes about 8 mins to do.

the visas not that difficult, but you didn't say that you needed an agent because you needed them to provide the money.

not sure why you need one. Retirement visa is easy to get before you arrive. Then 12 month extension is cheap as chips.

Get your visa before you arrive. Easier to open a bank account, and cheaper that way too.

then if you have a valid visa you can extend by 30 days. And if eligible based on passport you can leave and "border bounce" for an entry with no visa. But you didn't say what passport you have.
