I can't post any evidence of this but I am hearing from reliable sources that the labor dept called 2 meetings this week and invited many of the well-known foundations here. At the first meeting, they announced that they will no longer require volunteers to get work permits and thus will not issue or renew work permits. At the second meeting on Tuesday, immigration representatives were also present and they stated that they will still enforce their regulation of revoking volunteer visas for those who do not have a work permit and any change in law for them needs to come from a higher source than the labor dept. So they were at an impasse as of Tuesday and no consensus was found. I was not at the meeting but I have heard this from people who were and a friend also had it confirmed from a consulting agency that helps with these kind of visas. I will post later if I get more evidence for you.
The lawyer at my volunteer organization is quoting the new law of the Foreigner Work Act 2018, which says volunteer work permits no longer being granted apparently.
