What are the current regulations on volunteer visas and work permits in Thailand?

I just left the country to change my status from dependent visa to a volunteer O visa. I did this because I was not allowed to volunteer on the dependent visa. I got back here a few days ago and now hear they are no longer issuing volunteer work permits on a volunteer visa. Does anyone know if this means we just don't need a work permit any more to volunteer or if we need to get a different visa to be able to apply for one. Also, will I still be able to extend my stay on a volunteer visa or is this also affected? Thanks for your help.

I went to the meetings and should have paid more attention I suppose. I missed the meeting yesterday, but there are no volunteer work permits being granted or extended.

This is good!

However no volunteer extension of stays are being processed if you don't have a work permit.

This is bad!

Volunteers having to get visa extensions every three months is just stupid! The amount of government red tape we have to go through to get an extension is stupid! So I can see a lot of volunteers "working" in other provinces and bypassing Chiang Mai.

Fun fact - each year, one of the three government departments "looking after" volunteers makes up a stupid rule which confuses the daylights out of everyone and then, they plough through with the new bright idea or they rescind it and everything goes back to normal until someone up there has another "brainwave".

It's like another who changes their mind every two weeks.

One of the main problems is there is always challenges between the province and the central government, so cowboys just do whatever they want.

I work quite hard as a volunteer and I wish things were a little easier, but we have several dodgy organizations and they try many things to get rid of them. Whilst it's hard to have to do all the reporting, I suggest not having work permits will flood this part of the world with more dodgy volunteers because they have less checks and balances.

The government has still frozen volunteer work permits and visa extentions, there was a meeting yesterday where they did not find a solution. if anyone has any new information please update.

You can get any other type of extension up in Chiang Mai with without a problem

I have been here for 2 years on a dependent visa but I want to volunteer and do it legally. . . . hence why I just changed to a volunteer visa.

You still need a work permit...the only change was for some very temporary roles...such as business man attending conference etc...and some others of similar transient nature

To volunteer full time there has been no change...I know of people who are getting their work permit for volunteering as we speak...

According to the document above that Robert Lagas posted, (under the revised definition of work) it seems that it depends on the type of volunteer work one is doing.

You need a work permit to work as volunteer. Don't know who told you but get some information from the volunteer organization or the Ministry of Labor.

I can't post any evidence of this but I am hearing from reliable sources that the labor dept called 2 meetings this week and invited many of the well-known foundations here. At the first meeting, they announced that they will no longer require volunteers to get work permits and thus will not issue or renew work permits. At the second meeting on Tuesday, immigration representatives were also present and they stated that they will still enforce their regulation of revoking volunteer visas for those who do not have a work permit and any change in law for them needs to come from a higher source than the labor dept. So they were at an impasse as of Tuesday and no consensus was found. I was not at the meeting but I have heard this from people who were and a friend also had it confirmed from a consulting agency that helps with these kind of visas. I will post later if I get more evidence for you.

So if you want to volunteer for more than 4 weeks, you can still get a work permit?

Apparently the volunteer rules have relaxed to allow 2 weeks volunteering renewable for a further two weeks. Cave rescuers used this relaxation to help out.

The lawyer at my volunteer organization is quoting the new law of the Foreigner Work Act 2018, which says volunteer work permits no longer being granted apparently.
