Go by that map dude posted, they'll ask you for a proof of address document to prove you are applying at the right consulate. Each consulate handles evisa applications of persons residing in their district and that's the consulate you will contact with or receive contact from. Move fast, there's been tons of problems processing e-visas in the last few weeks, it's hit or miss.

Glad for and appreciate you sharing, I'm on day 17 with the NYC consulate, fly Tuesday, and they aren't answering emails. I have a backup plan booking an onward flight then canceling it after I board. But it sure would be nice to just get the visa so I don't have to jump hoops doing a visa run at 60 days.
