 what I mean is why have they are people keeping something from everyone because I've had no problem have they been only closing certain ones if so for what reason ?

 I've had no issues at all and I had been ot of the country 16 months went to branch last week only thing was I had my passport renewed just let them photo copy it and signed told me they will never close it if I'm in the country or not. So don't know what the fuss is about.

I lived in Thailand for 4 year's needed certificate for working in local ship yardin England.I had to get it in Bangkok (PCSC) special Branch of the Royal police. Make sure its translated in English and stamped.
