yes but not all apply sadly like the ed visa depends where your visa is for. If the school or classes you attend are certified for 4 years then it can apply but they are strict with the ed visa as well. Im on ed visa and I been to 4 banks and denied going from june if this year. What I been told by the banks

DTV stay is 180 days at a time that is valid for 5 years my non-o visa im on is good for 1 year at a time I dont have to leave... so there is that

no fees on currency conversion ? Which card do you have when i had visa or my master card they charged a currency conversion fee im talking credit card vs debit

You need a long term visa DTV no longer eligible for bank accounts. Marriage visa / retirement - perm resident visa or the like ed visa qualify if you are attending a 4 year program

You credit card issuer will charge conversion fees / international fees id check with them. I would honestly pull cash off a debit card for day to day use it will be alot cheaper on you

Yes - you can keep your benifits in your US account or if you can get a thai bank opened you can deposit your benifits directly into a thai bank they convert for you and no fees but you can not split it has to be 100% deposit. VA care is dependant on what you are disabled for some clinics direct bill some you have to pay up front and they reimburse you but will only cover what you are actually raited for - due to the DTA between thailand and the US your VA benifits will not be taxed in thaialnd either and my understanding any state benifits you get as well

oh ok it works from state government awesome wasnt sure, what i read was federal benifits people on SSI Retirement payments dont hit the threshold for thai tax requirement either
