volunteering is work - paid or unpaid. you might consider check that with the organisation you wanna volunteer for - what they are able to handle for you.

Where can I mail my 90 days report in Bangkok, specifically from Ratchathewi area?

you can do only online if you did 90 days before ... you need to report to CW Immigration by mail. Make sure to be on time. sent all docs as requested (same you go in person and copy of your passports) and an self addressed envelope with EMS stamps to them. I recommend you go once in person and after you do it online :-)

Does my onward flight need to be within 30 days if I plan to extend my tourist stay in Thailand?

there is no 30days tourist visa on arrival - you talk about a 30days visa excemption - and inside the country you can extens that 30 days for 1900 thb. - u need to show flyonward within 30days period, as you dont have a 60 days tourist visa - might be better to apply for that
