Good analysis, and the last part makes sense for the first extension of stay, but anyway still quite illogical that the demand of a health insurance also remains mandatory for all the future extensions of stay based on a Non O-A visa.

She can apply for a 60 days tourist visa to Thailand anywhere, also if she formally just is a “tourist” where she currently stays.

The regular Non O is a 90 days visa. The Non O-A is a one year multiple entries visa which allows you to stay up to two years in Thailand.

For both visas you can apply for yearly extensions of stay in Thailand.

The main formal requirements are the same, but for a Non O-A you also need a health insurance, health certificate and a statement from the police regarding criminal records.

The benefits with a Non O-A is that you can use your bank at home to verify your income/funds and don’t need to qualify for a extension of stay with 800K baht in a bank in Thailand.

I did the same myself and needed to take both a theoretical and practical test for motorcycle as I didn’t have one at home. 50 questions with minimum 45 correct answers and a practical test in a track at the DLT.

You get a residence certificate at 300 baht at the immigration (Jomtien) and just pass by a doctor/private clinic by the road. They know what you need and one time I didn’t even see the doctor 50 baht. The fee at the DPL for two licensed is about 700 baht. And agents will charge you around 6000 baht for this job. Up to you🤷🏼

IDP is a International Driving Permit. This is mandatory in Thailand when you use your national licence. I’m not sure how this works for all nations. Previously our Norwegian embassy offered to give a notary certificate and confirm our national driver license, but this stopped some years ago. So now we need a IDP as well to convert.

If you apply for a 60 days tourist visa at the thai embassy/consulate where you stay/live, you can also get a 30 days extension at your local immigration in Thailand, in total 90 days. And two tourist visas in a year should be no issues.
