 most hotels on booking.com or Agoda have free cancellation

So send the booking and then cancel, it's unfair on the hotels but it works.

 I think it depends on which immigration you visit and on what day.

I've just renewed mine (same address) at jomtien. I asked if I had to do it and it was a definite yes.
