I think it depends on which immigration you visit and on what day.

I've just renewed mine (same address) at jomtien. I asked if I had to do it and it was a definite yes.

The changes limit extensions not entries.

why not just do a border run and get 60 days, no need for an immigration visit.

Ok. I was told the same by the agent but double checked at immigration and they said it was required and then I know people who were told the opposite.
