Where did you find it? Without knowing any context to the snipping I would say Thailand Elite employees will be working from home from 1st to 14 June

Is it easy to get a Covid extension for my visa in Thailand if my home country still requires quarantine?

Not a valid reason but the extension is, generally speaking, easy to get. There have been the odd reports of immigration making it difficult by asking for additional information but I can't remember reading about anyone being rejected for the extension.

they are but that's going to depend on what flights are available out of Myanmar and also whether he can transit in SG as I don't think he'll be able to buy 2 separate tickets

assuming the fiance is in Myanmar right now then there are no direct flights to Phuket so that wouldn't be possible.
