 they're issuing them if your country of residence is closed but you have to prove you live in that country

 I gave the officials another case of Beer Lao yesterday, I have a follow up meeting next week where I'm hoping the crate I turn up with will mean our proposal is rubber stamped and up and running

 sounds like it's only for top 10 countries dealing with covid or free from covid for minimum of 28 days, so may not even be eligible to apply anyway.
