I mean logistically speaking, it may take some time to count 20,000 baths at the border so I think the IO may be lenient on you this time.

Yeah it's hit and miss, and really depends on the IO. I have plenty of visa exempt stamps and extensions in my passport over the past year, without a worry. The last IO at Chiang Mai airport passport control checked my passport, stamped me in and said my name with a smile before handing it back to me.

You could always spend some time in Penang regardless and then go over to KL to pick up your visa.
