As a client of IGLU's for the last 2 years, who has had MULTIPLE Thai developers working on her project, I can tell you that they recruit and FT employ MANY Thai nationals as well as expats. Very few would qualify as DNs - the only non-Thai developers we use have been in CM for 5-10 years. IGLU is legit and not pushing paper, I can tell you that. Not sure where the totally false information is coming from, but they're a really great dev shop to work with.

Edited to add: I also worked out of their CM offices for 3 months even though I'm US based and can tell you they employ many more Thai developers than I even utilized on my team, as well as many support staff. I wouldn't be surprised if they did have a 4:1 ratio.

Technically speaking you can't apply for the 2 year WP and visa extension. Once the person has the required status ("expert" or "executive") it's automatic. Anyway, as Joey so wisely said in Friends, "It's a moo point. It's like a cow's opinion, nobody cares" ;)

In all fairness, both section 25 and 26 are pretty vague and don't specifically mention any ratio changes, that's why I posted the above paragraph in Thai from the Revenue Department and even that only mentions a proposal ¯\_(ツ)_/¯ In the end it doesn't really matter as long as people are granted their Non-Bs/WPs.

Since you wanted something from a government website, here's part of the Thai Revenue Department's BOI Q&A. This is line with the experience at both my previous company that was a BOI company as well as the company I currently manage which is also a BOI company. For every foreigner we employ we must request a position with the BOI, detailing why we need this person/showing their qualifications. Once the BOI approves we can hire them. And no, nobody in my previous company or my current company in any way is a "digital nomad skirting the law".
