In Bangkok you can mail it in. As close as your nearest post office, provided you're 14 days before due date. Total cost including photocopies about 70 baht

I was just looking through the Thai Airways information for the London-Thailand route and there is nothing specific mentioned but there are a number of links which will take you to other Thai government pages. As there will (or should) be better correlation between Thai Airways and Thai Government you should be able to get a more concrete response than you would from another country's airline who would simply put your case in the "too hard" basket. Anyway you have nothing to lose by giving it a go. If you can report back to this group on the result as it may help others. Good luck!
