If im not wrong, you must be South Korean or South Korean who has dual citizenship, yes you can apply in Australia but as you stated that this for education purpose and you in To Thailand now, you may consider student visa as well. This may help your situation easier but i if you do really need DTV, you may have to fly to Laos.
