No, that is not true. For an extension of the 3 month non O to a 12 month Retirement Visa, the 800,000B needs to be seasoned in a Thai 🇹🇭 Bank account for two months prior to extension. That is the requirement of Thai Immigration.

There have been reports of a Rouge Bank Manager somewhere, asking for funds to be seasoned for 4 months but this has not been confirmed and would also go against The Dept of Immigration rules.

Your best bet is to contact your local Immigration Office to find out what their requirements are.

Two months before you apply for your extension and 3 months after.
