Also, you can't apply for a Non-OA in Thailand, only a single entry Non-O.

 But 3 is not 4, and if you have not had for 4 months prior, you sign to say for 4 months post. (Only BKK bank).

They also want the money in for 4 months before issuing a letter, or you sign a 'freeze' on the funds for a further 4 months.

 If you intend to visit Thailand again it is the correct and prudent thing to do. If the school will give you a letter it must be an extension, visas are not cancelled.

Guessing he is on an extension as opposed to the initial visa. You should cancel that, but if you never intend to return, absolutely no problem.
