Does anyone have information about the restricted countries when applying for a Non-B visa in Vientiane?

There is a list of restricted countries but it's specifically for tourists visas: [members only]

We are interested to find out whether an Iranian national can apply for a 90-day single entry Non-B visa there. According to one source (colleague visa agency) it is possible, but some extra documents are needed.

The embassy is hard to contact as they don't answer their phone or emails.
