TLDR : Answer Summary
A Tanzanian citizen facing new visa application requirements in Vietnam needs to obtain a residency or work permit for their visa to Thailand. Additionally, they can explore the option of applying for a tourist visa from another country or seeking approval from the foreign affairs department in Bangkok.

I thought Tanzania was always on the list of restricted countries from all consulates in Asia.

You can get an approval letter from the foreign affairs department in Bangkok. It only takes 3 weeks(actually 6-8 weeks)
