According to one source (colleague visa agency) it is possible, but some extra documents are needed. The embassy is hard to contact as they don't answer their phone or emails.

We are interested to find out whether an Iranian national can apply for a 90-day single entry Non-B visa there. According to one source (colleague visa agency) it is possible, but some extra documents are needed. 

The embassy is hard to contact as they don't answer their phone or emails.

In case this is relevant for anyone; our Admin managed to call them this morning and the Vientiane embassy confirmed Iranian nationals can apply for a Non-B there (y)
