What address should a Canadian citizen apply with for DTV Soft Power while in Vietnam, and what proof is required?

Hi everyone! I am a Canadian citizen who left 9 years ago, my last residency was in Kenya (restricted country for DTV), but now I am back in Southeast Asia :) I want to go to Vietnam to apply for my DTV Soft Power, but I am wondering which 2nd address should I put: my parents' /permanent (back-drop) address in Canada OR my (last residency) address in Kenya ? What type of proof (will they ask for ''bills'') for that 2nd address? Can a bank statement showing your home address (e.g. Kenya bank account slip with address in-country) works as a ''bill'' / proof ? Thanks for your help!!!!

Who told you Kenya is "restricted"? Why would Kenya be a "restricted country for DTV" if Nigeria (and many other African countries) aren't? I'm African, by the way, and so far I'm not aware of any "restrictions" on us. Got mine in Abuja (Nigeria) but my permanent address is in Ghana. A Nigerian couple also posted about their success here about 2 weeks ago.
