QR Payment without a bank account

I just came across an app called "Moreta". They claim you can pay using the Thai QR system by just linking a US bank account or a Wise account, they convert USD to THB and charge 3% per transaction with the free plan or 1.5% with the paid plan ($10/month).

Has anyone tried it? Seems useful for emergencies, the other day I couldn't get my scooter out of the parking lot because they only accepted QR payment 😅 Thankfully a delivery guy helped me

In a recent post, people say that DTV holders need immigration permision for to travel to other provinces. Can some expert explain that? Thanks.

Looking to go to Hanoi or Penang to complete my DTV. Anyone know the current days to approve at either? I feel like my file is complete as a remote worker.

Also at either Penang or Hanoi, what are there bank statement requirements ?

Is there are website with instructions for DTV applications in Hanoi? I found one for HCMC: [members only] but on the Hanoi website there is only the graphic that was released last July. Thanks
