Well, then you don't understand the law - which is a good thing. The PD in-car laptop can identify IF you actually have a valid license (but forgot to bring it along). Then, no arrest. But if U R NOT a licensed driver in the U.S. - well, U likely have some explaining to do to avoid arrest. Remember, most ( if not all U.S. police have a great deal of "discretion".
