you can enter Laos however need to quarantine 14 days. They have not removed this yet.

Savanakhet is issuing visas but only by online appointments only. You cannot just turn up.

Theoretically it is possible. As long as you don't have to quarantine on the re entry to Thailand. If Laos is included in the travel bubble then there will be no need to quarantine going either way.
