I have a strange case that I would like some guidance on. I recently applied for a new work permit and immigration are asking to see the previous work permit. Is this normal or not?

The agent needs to give you the original WP10 cancellation form which they received when they cancelled the work permit. They keep a copy. You need this before you can do anything else unfortunately

The last time i applied for a work permit I was on a non o visa. This agent now has no idea how to get a work permit with a marriage visa.

A Non-O visa <- (the O means other) is issued for a variety of reasons (being over 50, marriage to a thai, raising half thai kids, volunteering, etc), you can hold a work permit for volunteering, marriage to a thai, or raising kids, AND on a yearly extension based on marriage to a thai you can hold a work permit no problem.
I think the problem is you might have a half wit for an agent :O
You DEFINITELY can hold a work permit on either a Non-O visa based on marriage to a thai that you got from a thai consulate in another country <- the kind you bounce out and back every 90 days on OR on a yearly extension of stay from the immigration office based on marriage to a thai <-where you just do 90 day reporting. BOTH of those are no problem with the Ministry of Labour as far as getting a work permit.
I think it's because they don't have any idea what is going on AND they won't bother going to the Ministry of Labour OR the immigration office and actually asking if there are any procedural changes since this covid-shit-storm started or not because they would lose face by asking..
