Yes you can but best to get an IDP before you come and then go to the local DLT office and ask what there requirements area as everyone is different.

 maybe that applies to Phuket and we probably all know the reason why. But definitely not the case everyway in Thailand.

 immigration isn't open on Sundays. Best he go tomorrow and pay fine, if lucky they won't take weekend into account. Then get the 30 day extension.
