At 7 and immigration officer comes out and opens a temporary queue number machine and hands them out based on where you are in the line. Even though I was 28th in line I got queue number 66 and 67, because the agents that are here can ask for multiple queue numbers for their customers.
Ok, thanks Tod for your reply. I saved your original message but it did not indicate the outside queuing was at the southern entrance door (the door closest to the immigration office) and I just wanted to be sure which one in case I get there before they open. Thanks again.

Just to be clear, if you get a re-entry permit at a airport you can only get it on the day of travel with a boarding pass. If you get it at a immigration office you can get it any-day you wish.
