yes day of arrival is Day 1, you need to count 90 days and set reminder. You can report 2 weeks before or up to 7 days late with no penalty too. Copied from Google Remember, this 90-day report doesn't renew your visa or extend your stay. It's simply a system for tracking your location within Thailand. Every time you exit and re-enter the country, the 90-day count resets. So, if you take a trip abroad and return, your next report will be due 90 days from your re-entry date.

I take all the details I can, lease on the apartment and phone number of the landlord & explain the problem, possibly want to avoid paying tax on income. Certainly at Jomtien the officer phone the owner and resolve the problem, ask for their assistance you maybe lucky.
