It's still wrong what you say... the DTV is for people who want to work here... but... not in a Thai company or with Thai customers. Remote work for a foreign company is legal now with this visa, that's the big difference to before.

There's only one Embassy (Berlin) in Germany, plus two Consulates-General (Frankfurt and Munich). You are supposed to apply in Berlin (see picture); otherwise they may reject your application and the money may be lost...

Is it true that I can get a 60-day visa exemption on arrival in Thailand, and how do I extend it for an additional 30 days?

If your home country is on this list you'll get automatically a 60 day "visa exemption", this can be extended once for another 30 days.
