 Nope... you need 800k 2 month before application and 3 month after extension granted. The other time not under 400k.

You apply in the country where you stay and you stay in this country until your application is approved. So... right now you have to apply in India... that much to question #3.

 Well... it says "should", not "must"... so... not that "very clearly", no?

"WHEN SUBMIT?

Foreigners should submit their arrival card information 3 days in advance of arriving in Thailand, including the date of arrival."

 Nope, he didn't. He failed to do the report after 90 days, plus/minus tolerance days, and that is registered now in the system.
