As long as you in the country 21 days you can apply in that country no problem as long as you meet all the usual requirements

Ours was approved by Madrid in 12 hours it depends on individual countries I guess.

Your speculation about me is completely wrong, I am British but actually live in another European country, but hope to be in Phuket, Thailand in a couple of weeks, before moving on to our home in Phetchaburi.
