You should never have less than that .

Hurricanes ,political coups ,tsunami ,ATMs out of money ,military uprising ,bank strike ,all have happened to me .

Far better to lose it ,than not go have it when you really need it .

It's not the fine .

It's immigration prison if you are stopped and checked (I have seen that happen ,)

Two day red stamp.,a red flag to every immigration officer in any country that looks at your passport .

The threshold is considerably lower for those on a tourist visa ,I think 02.
