Can't change the reason for staying here? I know you can go from a Non-B to a Non-O here without leaving.

Only long term visas do 90-day reporting, as you don't have one , no need to report..

You are changing schools, it would be advised to cancel your work permit and visa and move to a 60-day Covid extension. Things take time to do the process again as you would need a new temporary teacher's license.

Can I enter Thailand on a visa exemption with the Thailand Pass after having a Non-B visa and work permit?

You would get back in , I believe, but for applying for a Non B again you won't be able to. As Robert said , "cancel your work permit and visa" and leave the door open.
