It will continue for sure. Thai economy is bleeding, baht lost 15% against USD, they try to bring in new tourists using STV scheme.. That would be insane to send away long-term tourist who have income to finance their stay.
I was in the same boat. Wasted 10 days with STV, then waited 1 week for TV with no result. Finally now I am on my way to Bangkok with an exempt scheme. I sense that covid extensions will be granted until spring of next year. If not then non-O or exit and re-entry are the alternatives..
Yes, they told maintenance will take place until the 16th of November then possibly slow roll out. I suggest apply around 20 th. I definitely don't recommend stv Visa to anyone. It kills the visa application momentum. Lots of back and forth document requests and resubmissions. TV is the way to go.
Today Singapore airline asked me a return ticket. I think it all comes to how you explain and the person on the other side. I was lucky that they didnot insist.. I easily passed without a return ticket and no visa.

Today is day 3 and they can't process a tourist visa because their system is down. Don't know if it is down only at the LA consulate or the entire e-visa system
