if they refuse the application than you get all back. If the VOID it they keep the documents. That particular procedure depends Embassy by Embassy.

no, it is law, but some border can ask for the 3 proof.

on the 31st you can do a border which will be counted as 2nd for 2019. You than have two more in 2020.
