Tod is right, in view of Savannakhet is is the Airport that does not issue VOA to Laos. The border at the Friendship Bridge 2 is oprerating as usual and are happy to issue a Laos Visa on Arrival. .

Google Ban Phu Nam Ron Border Crossing, that will bring you straight to the border post. Arrive after 10:00am, after all the Laotian or Vietnamese visa van are gone. Behind Immigration is a huge parking lot, I think THB20.-, than there is a small hut where the guys take care you, they do all for THB960.-, they will organise also the van to bring you across and back. Jut check the stamp when you walk back
