 That's not true my partner has been to UK 3 times and does not have cash in the bank. And guess what, I used an agent to get her there.

 if agency's are breaking the law they would not exist they use a loop hole. Been here since 2003 and living very comfortable off the returns of my 800.000 invested else where.
