METV can only be issues from your home country or select consulates in Australia. You could try for an education visa if you find a school that you want to learn at.

I never needed an affidavit, but then again I am on an ED visa. Kasikorn bank was just fine with a enrollment letter from my school.

David Thai : Schools can barely fill positions with the current rules, require a teaching degree and most schools will be without an ESL teacher.
