YES, you can get the ED visa during the whole process of your Scuba Dive instructor training. But your Dive center must be registered with the Ministry of Education and as far as I know only ATUS (Association of Thailand Underwater Sports) dive centers have registration at the moment.

METV can only be issues from your home country or select consulates in Australia. You could try for an education visa if you find a school that you want to learn at.
