Visa options are listed on the Thai embassy website in Vietnam. Or You can go without visa and get extensions in-country. But you do need a certificate of entry, and some other requirements which the embassy lists.

 How long do you want to stay, because it's only a 15 day difference with a visa. With or without visa, can extend 1 time 30 days for 1900 baht.

Philippines is not allowing tourist in right now. And yes it's cheaper, but the standard of living is also much lower.
