Before going there I called Vietnam embassy in Vientianne and they also said possible. So then I decided to give it a shot...

There was a discussion on this before, as they state "are advised" to apply in country of residence. I went to immigration office in Promenada and asked, they said it is ok to apply in Laos.

Hi Tod, I hold a Vietnam passport. I have entered Thailand 4 times this year. Do you confirm that they won't ask for proof of onward travel?

 Officer from Promenada told me I can apply for tourist visa from countries outside of Thailand. I don't necessarily need to apply from Vietnam.
