I think the answer is that people trying to basically live long term in Thailand like that is one of the primary reasons Thailand are clamping down on the rules...

 Yes of course, you can apply for a tourist visa on your home country Thailand embassy website..

Even a 6 month multiple entry tourist visa may suit if you are leaving and returning within the 6 months

 I think from memory there is a place on the TDAC online form to enter your Visa number or information if you are entering on an actual visa (Not Visa exemption like most tourists would) I think its an optional entry field but if you do have a retirement or marriage visa you probably should put that information in for the TDAC
