Better to check with a tax adviser on this but my guess is yes if you stay in thailand for more than 180 days and you are a tax resident here

Yes when the foreigner has a special expertise difficult to find in thailand, but not sure on normal work, so you better ask a specialist i think

To my knowledge it is only for expert jobs entering thailand, so i assume that for the normal WP you still need the 4 thai per foreigner. Think better to ask a good lawyer knowing about this

Simple answer is NO you can not. Legally you need a IDP or Thai driving license or insurance can refuse to cover if anything happens. It is easy enough to get Thai driving license not to become the next "go fund me"
