you only need a WP & Visa if you plan to work for the business you're starting also, a non-immigration visa can be obtained in the country through a conversion application along with the required documents for the actual visa. Non-B is also not the only visa category you can work on, for example a non-o marriage allows you to obtain a work permit, the LTR Visa also does too.
the visa has had too much abuse, many people were able to get the visa and didn't need to attend classes to learn anything, so now everyone is tarred with the same brush, unless you've gone to a very reputable well known school or had a proper ED visa from a university.
Even if you can speak, read and write Thai fluently it can and will still cause you many issues.

no, it doesn't work like that. You're not on a visa you're on an extension (if you have 11 months left) and you can't transfer a visa or extension anyway... it needs to be cancelled, however if the two schools work together (it's rare they will agree to), you can get your new extension they same day you go cancel your current one after which you can go update your WP.
However if either school refuses to work with the other you will need to cancel your extension, WP and leave so the whole process can be started from scratch.
Also side note, if your current school or new school with not work with the other, make sure you do cancel your WP & Extension before leaving otherwise you will run into problems when getting your new extension and WP. When you have cancelled both you will need to leave the same day, however you can apply for a 30 day extension which will yet rejected but give you 7 days to leave instead of less than 24 hours.
yes, scrutiny is increasing. However you're only spending 2-3 weeks twice a year here so it's unlikely you'll have issues when trying to enter as that can easily be seen as tourist behaviour as you're not coming 3, 4 times a year staying months on end and getting extensions everytime.
if you have a bio chip passport. Both the Bio page and chip are just as important as each other. If the chip has corrupt data or cannot be read at all the passport is invalid because the chip cannot be cross checked with the bio page which could be a sign of tampering.
