as I understand it, they are the primary problem but also Cambodians and Russians. I have been told that the authorities were trying to lock these foreigners into the country to provide enough time in order to prosecute them and that is part of the reason they did not inform honest depositors in advance that they were locking the accounts. Seems a very regressive and clumsy way to handle a specific problem with no concern how their actions affected good customers.
