 you get 180 days per year plus an extension of 180 for 1900bht if required you then need to leave Thailand to get you next 180 day in the next year.

What is a residence certificate and how is it different from a TM30 in Thailand?

Even with a certificate of residence it doesn't guarantee you can open a bank account ,I was refuse with a certificate.

Can my friend get a Thai driver's license without taking a test if they didn't get an International Driving Permit?

 yes but they will still need one to drive in Thailand using their US driving license, like a Thai would need a idp to drive on their Thia license in the US even if they have a reciprocal agreement this was my point
