You can build a home. Take out a 30 year lease on the land, get a usufruct clause, usually with consideration and a right of succession, again I would suggest with consideration and build.

True, I walked up to the baggage off-on claim at Haneda airport Japan that was temporarily set up in an empty hanger and the immigration guy greeted me with a "good afternoon, Mr. Connolly". He told me they have face recognition cameras all the way from the main terminal.
