You cannot get a bank account with DTV but you can with so called retirement visa which is what the OP was asking about and is what I said

I’m pretty sure it’s only DTV ( tourist visas) that are having issues with bank accounts not the others so retirement should be ok

You need to meet all the requirements one of which 500K THB or equivalent for the initial DTV - then the requirements for dependants once approval of the original DTV is granted
