Do DTV visa holders need to do a 90-days report in Thailand?

They are wrong If you are in Thailand for 90 days in a row you must do 90 day report regardless of DTV or some other visa

Can I apply for a DTV (e-visa) while leaving the country?

Simple answer is NO If they ask for proof of location or want an interview you will be stuffed so bet to wait til approved. Most places seem to do it pretty quickly

What proof of income and assets does the Thai Embassy require for the LTR visa application?

All the information is available on the Thai visa website but I am surprised that the Embassy in London were not able to tell you. Also the change back to 30 days has not happened and now looks as if it may not happen at all so no need to factor that in.

Money must be in a personal liquid account Not business, investment, bonds etc. And just write a letter to yourself confirming you are an employee who is allowed to work remotely in Thailand and will not do any business within Thailand

as are driving instructors/ testers and people die on the roads

Every embassy has there own rules so there’s already wriggle room Again not a scandal

Some have most haven’t Where when and how seems to be totally random.
